I've played 9 holes so far this year (same problem) and I was lucky on my only short shot over a bunker - had lots of landing space. I didn't have the face full open, but I fortunately clipped the ball before I lathered on a face full of mud.

I will answer my own question. When I have to get my ball up from a thin lie or matted down dormant grass I open my club face, early wrist hinge and the key is a slow V back swing and try to clip the ball first instead of the normal way of the bounce sweeping through the grass before striking the ball. When the lie is thin and wet and you hit the ground first the ball is just not going anywhere.
