what is stiffer 2.9 or 3.5 torque??

Lower number, I believe.

The torque value refers to the shafts resistance to twisting. A lower value means that the shaft will have a higher resistance to twisting. While stiffer shafts do tend to have lower torque values associated with them, they are two separate specifications for the shaft.
